Reeve
The man who will become the future head of ShinRa's Urban Development Department and director of the WRO, at this point Reeve is an employee in the Urban Development bureau and one of Midgar city's main architects and planners. He first appears in-game when President ShinRa asks for a damage estimate to Junon after an AVALANCHE raid there. When the Turks are forced into hiding, he helps them out, at great risk to himself.
